Why did you reply with the wrong URL? That's clearly NOT what he asked for. A service-pack for something like VS 2008 is not going to be 450 Kilobytes. That URL you provided is to a downloader/installer that depends upon having an Internet connection to accomplish the install.

It does not contain the service-pack, and is useless for any system that doesn't currently have an Internet connection.
