Sometimes they're just a little sensitive until they get calibrated, and sometimes they stay just a little touchy like that. Have you tried running FMS and seeing what happens? Good eye, aeropal. The top one is designed to work with a few different trasnmitters; I realized that the connections were different when I said that mine came from BPhobbies. However the casing looks nearly identical and mine (from BPhobbies) appears to use the same WinXP drivers and it looks the same as in the screens that the OP posted. On another note, after WinXP detected the USB link, I had to calibrate it in WinXP, open FMS and calibrate it there, and then configure it in FMS for airplanes and helicopters separately.
